Venice City State Bug?

In my last game, yesterday as Assyria, Venice used its Merchant to buy out a city state. Later on, Napoleon declared war on Venice, captured Venice, and then Captured and Razed the City State that was brought by Venice!
I thought City States were "un-razeble?
I will provide screen shots later tonight for further proof....

When Austria and Venice use their special abilities to acquire city-states, they lose the city-state status and can be razed.

It's a feature, not a bug.
