Victoria's UA

Victoria's England UA is severely underwhelming. I suggest that newly found cities in other continents start with a worker or a harbor district in addition to the melee unit. This would be more impacful and would help newly found cities in other continents to develop more swiftly.

Redcoats are part of her UA and they are quite powerful and given that she can get those for free make her one of the stronger militaristic leaders in the game. Actually they are stronger than infantry while being an earlier unit.

Try a game where you go for the achievements for Victoria having a city on every continent on Huge map, and Domination on Huge Island Plates. *Free* Redcoats can really come in handy.
