War with the Zulu?

If we are ready to attack the Zulu next turnchat, should war with the Zulu be authorized? Or should we hold off on war with them?
 
Another thing we could consider is the prospect for military alliances with Persia and/or Aztecs against the Zulu. If we go after the Zulu, should we seek MA's?
 
Attack asap:

We want a base on that continent.

We want furs, gems, ivory from them. No more trades. Ours.

We want to control the landbridge towards the Aztec with our artillery.

We want "foreign volunteer workers" to build railroads on that continent.

Question: do we sign a ROP with Persia (combined with an alliance?) to get the Zulus faster? I would.
 
Part of the Zulu war plan is to create a "Sphere of Control" (well, oval). This is the region that contain luxuries, and would give us a monopoly on the gems later. This region is from New Hlobane, New Swazi, and New Ngome down south to Coyotepec and Allegheny. (We could pick up Grand River, Salamanca, and St. Regis if it doesn't put us over the domination limit). This region (Gem Mountain II), would give us the monopoly we need for any final trades.

The Zulus also don't have rails, so we could let Persia attack the Zulus in the north, and build rails for us.
