Warlords Bugs - Dun(celt UU) and Culture Bomb

I just experienced 2 bugs in my current game. #1, the Dun only gives guerilla I promotion to archery units, instead of all units... and #2, when I culture bombed, my borders didnt expand when they should have. Ill edit the screenshots into this post a bit later.

It works the same as the Red Cross (It doesn't give Medic I to tanks and Helicopters because they aren't eligible for it.)

If it was by design, I think that is a pretty weak UB than.

Tell that to cities on hills...

And taking Guerilla2 as second promotion will give you quicker units on hilly terrain.

The second one was probably the effect of somebody else's culture.
