Warlords: v2.13, I have a uranium mine, but computer thinks I don't have uranium

In Warlords v2.13, I have a uranium mine in network (next to the city of Setia, in the upper right of my continent), but the computer doesn't think I have the uranium resource. See the save file below:

"Be careful here. The oil has to be worked afte the combustion tech. Uranium is confusing. You have to have the fission tech for it to provide 'uranium'. Before fission, you can mine and get bonus hammers, but it doesn't provide uranium as a strategic resource."
