Hello
can anybody tell me why my worker can't build a watermill on the empty tile with the blue circle?? I'm at war with the neigbours (Mao) maybe that's why??

You can't build watermills diagonal to rivers. They need to be directly adjacent.
 
Can't build a watermill diagonally from a river tile. You have to be perpendicular. You could build one where your town is, although I don't recommend it.
 
As they said, on the horizontal tiles only. If you want to build Watermills later in the game, put your Cottages on the corner tiles, so you don't have to plow them under later to put in Watermills. I typically put the Farms on the horizontal tiles, because I don't mind getting rid of them later.
 
You can only build one watermill on each side of a river tile too... dunno why, they aren't that great ;)

once you arein thel ate game and technologies matter little, you don't need the commerce boost, just the production. Watermills, with the correct technologies, give more production as well as giving an extra food if under the State Property civic.
