I had Hiawatha raze a 25-pop Guangzhou they got from China my last game. All I can say it was pretty rude.

I'm sure the 4 million refugees would agree with that statement.

Hmm... guys, can a one city challenge have enough tourism to overwhelm the whole world to the point of putting everyone into miserable unhappy and make the whole world burn itself to the ground and score an domination victory without sending soldiers to take cities?

Impossible. A capital will never flip, and since you need to be the only person in control of original capital, this would never happen.

I actually don't know how the game treats OCC and a domination victory now, especially since now you need to actually control all of the original capitals, not just be the only one left with it. Would the game be impossible to win or would it only count ones that aren't razed and hence give you the win when they all have been burned to the ground?

You can get the cities to flip but not the caps.
