If the greenskins stay with Chaos, yes.

I don't know what the Skaven will start with. They have Chaos, Wood Working, Under Empire and ATM Domestication, but that's a leftover from when they didn't have the Skavenslave. I don't like the idea of them starting with Meteoric Iron, things like that usually don't work out too well. Maybe they should get Mining.

What relevence is it whether he's made such and such in the past? If you took that attitude, the number of beastmen, skeletons, daemons, etc. etc. he ever made would have been zero. He even made the Dwarf Quarreler after saying it was too challenging for him. aaglo excels at breaking through the boundaries set for or by him.
