The wale resource is set at a 50 chance apearance rate as aposed to fish/clam/crabs 100.
hence the lower value.
you can change that in the XML if you really want to. you can also change the fact that the fur/elephant/whale resources become obsolete if you'd like to.
I can't remember off the top of my head but if people want to do that but don't feel like taking the time to look where and what to edit, I'll post it if you'd like.
otherwise, your problem is that whaling has expired if you have all the techs, like the above poster said. The tech is optics, and you need whales in your border, the work boats will be able to move on that one tile (if you notice, all oil and whales are directly adjacent to the coast tiles and not actually out in deep sea)
