I play simultaneous games in a group of 4, and it seems like at least 1 of the 4 is always taking the full allotment of time per turn. I've had full conversations with my mom while waiting for other players to move.
We usually play with a slow clock to make sure that everyone gets to make every move they want. So, I guess I'm wondering how everyone can do that as quickly as possible.
The culprit is usually the player with the most workers and military units. (As a "builder", this is agony for me.) Other than the "move as a stack" ('j') order, using governers, and in some cases rally points, I can't really think of a better way to speed up play.
I guess you could also automate workers, but it seems like they're not too smart, which would give you a disadvantage.
I'm thinking of enstating a rule amongst my group that says, "no more micromanagement after ____." The "____" may be, "you have X cities", "the year X", "we all agree, but it depends on the game", or "we all get sick of waiting for you."
Any other ideas?
