What are your pop requirements for building certain buildings

So we know certain late game buildings that rely on pop can be a bit questionable depending on timing, so I'm curious how others decide when to build certain buildings.

For example, if we ignore the Artist boost from the Museum, what pop range does a city need to be in that you think its worth building the building? (and of course the answer could be...always).

The others ones in my head would be:

1) Medical Lab
2) Stock Exchange
