What civ is in Civ, but shouldn't be in the game?

Wikipedia has a lot of information about several countries and civilizations. In my opinion, some people here should read it to learn history.

I wouldn't remove any civ from the game. I also think 18 civs is a mistake, it should be at least 24 and choosing the most important civs first. Well, thinking better, Civ4 should ship with all 32 civs avaiable in C3C . But I'm sure that most (if not all ) civs in C3C will appear in a future expansion pack.
