Tbh, England is a poor Civ imo, because who cares about 1 more movement for ships? You can get that by building the Great Lighthouse. One extra spy is pretty nice but that doesn't come into the game until the Renaissance.
I guess you don't get England then. Longbows and SOTL? Both kick-ass units. Oh, and the movement thing (+2) works for all your embarked units - means your scouts get about a hell of a lot faster. Civ does need a water map to work well though.

Oh yes, England. Some of my best saves are with England. I go tall with London and make sure to get the GLX2 (great library and great light house). Settle a couple of more cities nearby. Play it nice with my neighbours, and once the middle ages kicks in I feel safe with my longbows keeping barbs and aggressive civs in check. But still keep mostly to my self. And then, when I can start building SOTL (upgraded with barracks and armoury) I start my domination campaign. The extra spy helps a lot to keep my techs for my self and also ally with strategic important CS. I never allow another civ to ally with a CS close to me. Dont need that extra battlefield once I go to war. And with an armada of SOTL, the GL I truly rule the waves and I usually open up the Exploration SP to get even better movement on the sea. So I can take out 2 coastal civs with SOTL. About then I upgrade them into battleships, with all their xp earned. England can be a really powerful Civ, on the right map. I once settled London at that I thought was the ocean but it was and inland sea (not even a big lake...) of 7-10 hexes. That save did not go so well.
And for civs to pair together. America and England. Rule both land and sea. If you manage to get a huge army of Minutman with upgrades, dig in to the Honor tree to get the 50% experience SP and you soon have an army of Minuteman with March. Unstoppable. And once they upgrade to Rifleman... wow.
