What does the TUNER do?

I found this on steam forum:

You have to enable it from the config files first for it to work. It works in tandem with the built in map editor, which is pretty limited right now.

I imagine it will be more functional once the actual modding tools are released.

It disables achievements at least. I always assumed it meant 'enable world editor' but I'm not sure.
