The spy promotion Disguise says "Takes no time to establish presence in an enemy city." Can anyone explain to me what this means?

It means you don't have to gain sources. You get the benefit of 'gain sources' without having to spend turns gaining sources.

Oh, that's cool, I thought it meant the travel time between cities was instant. What does the recruit patrons promotion do? I've never figured that one out.

here's the complete list

Espionage promotions:
Ace Driver: If caught on a mission, have a much higher chance of escape (+4 levels).
Cat Burglar: Steal Great Works as if 2 levels more experienced.
Con Artist: Siphon Funds as if 2 levels more experienced.
Demolitions: Sabotage Production as if 2 levels more experienced.
Disguise: Takes no time to establish presence in an enemy city.
Guerilla Leader: Recruit Partisans as if 2 levels more experienced. This will make it so your spy has an easier time to create rebels in the target city. must be done in an enemy neighborhood so good luck finding one :P
Linguist: Time to complete all missions reduced by 25%.
Quartermaster: If this Spy is in home territory, all your Spies operate at +1 level.
Rocket Scientist: Disrupt Rocketry as if 2 levels more experienced.
Seduction: Counterspy as if 2 levels more experienced.
Technologist: Steal Technology as if 2 levels more experienced.

I wonder why they didn't use the wording "Doesn't take time to gain sources in a city" rather than "establish presence"...

Do you mean Guerilla Leader: Recruit Partisans as if 2 levels more experienced? If it's that then it increases your chance of causing barbs to spawn near their city.

Really? Hahah I didn't even know that was a possibility, that's pretty awesome.

yeah BUT the city has to have a neighborhood. the whole time i have been playing i have never seen AI build neighborhoods

That explains why I never noticed it. So spawning a rebellion or something would be an available mission in a city with a neighborhood?

Thanks for clearing that up. Hopefully they'll consider rewording this promotion to clearly identify its purpose.

Yes, I've had the AI do it to me before. I don't know if it's always two units that spawn, but when two Mechanized Infantry showed up right next to my Neighborhood districts despite my amenity surplus I realized Neighborhoods were potential targets for enemy spies.

Yep, neighborhoods are required to spawn barbs. The AI doesn't always build neighborhoods until very late but other players do frequently (looking at you Kongo).

I think the AI doesn't create neighborhoods as it has happiness issues and has trouble growing too much. Which is odd since is happiness is much easier I this game than Civ 5 - war weariness the main issue in Civ 6.

My guess is that the Civs all end up denouncing and permawaring each other, giving war weariness and making them not trade for goods as much as well.

and that's why i don't build neighborhoods never needed them anyway farms work just fine :P

I did some testing with this promotion today. After sending a Spy with the Disguise promotion to a foreign city I discovered that the Gain Sources mission was still available. After completing that mission the Steal Technology mission success rate jumped from 74% to 90%. So either "establish presence" has nothing to do with Gain Sources or Gain Sources can be completed multiple times for a cumulative bonus. If the latter is the case, then that's a tidbit I haven't seen posted anywhere to this point and is certainly good information to have.

Establish presence is the process that occurs after the spy arrives in the city and before you can assign a mission. I think it is normally 3 turns. It just gives you access to missions sooner. It does not run the Establish Contacts mission for you.
