Chester Nimitz is very bad. An atomic era general that only gives limits to raider classes. This helps subs but how often do we war in the atomic age?

Generals and Admirals retirement effects seem pretty underwhelming in my opinion. Guess they're balanced out by their combat bonuses, but overall still look pretty meh compared to Adam Smith and James Watt.

There's absolutely no reason to pass on any unless you want one that comes after and you won't get to it first because of the relative GPPs of the other civs.

If you don't want them just take them and sell them, or house them. At the least that denies them to others.

True, but that's a pretty big "unless", and even if you don't actually pass on any, you still have to choose whether or not to pursue them aggressively with district projects and/or patronage.
