What if we have a Sumerian Empire on the first 18.

It is a "innovative" civilization, instead of the classical set; it can provide an interesting gameplay. It has some few leaders that could easily be introduced in the game, and also fit the agenda and leader ability system. Spain entered the game, so TSL is not a reality for now, which means the presence of Arabia or Persia or Ottomans or one or two of them.

So, how do you see a Sumerian Empire in civilization VI given what we know so far?

Less likely than Babylon, Ottoman Turks, Byzantium, or Persia, but certainly better than a Native American tribe.

Very unlikely, though I would be thrilled if it did happen. It always feels like a strange omission to have a Civilization game without the original civilization in it. I certainly hope the Sumerians make it to VI eventually, even if not in the initial release.

I'd love to see Sumer in the game, ideally lead by Kubaba, quite possibly the world's first queen-regnant and one who the king lists praised as chosen by the gods despite starting her life as an alewife. I'd be a little surprised to see them in the base game (though they're welcome to give Russia, Greece, Germany, Ottomans, or Aztecs the boot and I'll shed no tears), but I hope they make it eventually.

Kug-Bau (which is her actual name) was the only ruling Queen of Sumer. Apart from that I don't think she's done anything notable, Ur-Nammu would be a better choice. Language might be a problem, it might be very hard to find someone who can speak Sumerian.

Not difficult at all; we know a great deal of how Sumerian was spoken. It's probably much easier to find someone to speak quite a few ancient languages--Sumerian, Akkadian, Latin, Greek, Sanskrit, Biblical Hebrew, Syriac, etc.--than it is to find speakers of some still-extent languages of Africa and the Americas.

They did make the Sumerian units in Civ4 speak Sumerian.

And there are plenty of leaders suitable for the spot (with some interesting "agenda", uniques and such), and Sumeria is actually the "first" civilization in a traditional historical view.

I would put them before Babilonia for example. I know this is the minority, bur Civilization without Sumeria seems to leave something behind. I really enjoyed they gameplay on Civ IV, I hope they return soon to civ VI, possibly on vanilla or a very early DLC.

Sumeria must be in! And definitely in Vanilla, it's the cradle of civilization, ignoring it is plain wrong.
And give them the Phalanx as their UU, I believe they invented the Phalanx. In battle not as strong as Hoplites or Legions, but way better than generic Spearman.

Yeah, I would like to see the Sumerians in the game as well.

Sumeria is plausible. I've emphasized before that I'd prefer someone like Ur-Nammu or his son Shulgi over Gilgamesh. But I think Sumeria and Babylon are equally valid choices (with Assyria a reasonable choice) and I'd be fine with whatever.
