In every new Civ, 1,2 or now 3... I always try Rome first. They are by far not the "best" Civ, but I like them because of historical interest... they are just a cool civilization, and ideally suit an empire building game like Civ.
Actully, Rome is BY-FAR 1 of the most POWERFUL Civilizations in Civ3. The Leigon unit gives them a Defence of 3, like Pikemen, 2 techs into the game. And that unit WILL Remain up-to-date, until the Industrial Age. I have Triggered my Golden Age many times, in the Start of the Industrial Age. Also, I can make 2 + 1/3 Leigons

. Military gives the chance of a Leader quicker, witch means, Wonder in 1 Turn. Commercial = More Money and Less Corruption, witch can be dumped into the Science. Also Both of those Traits will NEVER STOP PAYING for the Entire game, no matter what age you are in.
My other favorite Civs are China, and believe it or not, I think The Aztecs have potentual to be the Most Powerful Civ becuse, They are Military & Agriculture. Agriculture gives them the ability to Irragate the Desert. So if you goto Full Nuke War, and the Planet turns into a Desert, thats not going to slow down The Aztecs at all. The ONLY drawback, is the Jaguar Warrior, 1.1.2, its attack is so weak that when u switch governments to trigger your Golden Age. By that time its going to be hard to Trigger it. So, u kinda have to Waste it early.
