What Lowered My Culture?

So I'm playing a OCC game, inspired by a thread on here. I'm suprised at it not being as hard as I thought it would be.

But I'm in the late game, I hade 70 culture per turn. Then I switched to Fasicism and mobilized for war. Now my culture is down to 35. What caused the drop? Was it the fasicism or mobilization, or something else?

That is true, but mobilization automatically cuts culture in half, which is what happened to his numbers.

But he was playing an OCC which means he shouldn't have had any captured cities.

Why not? Can't flip, the only problem would be if you're at war with the civ.
