Just had a game where I got to build the UN first. But, with 6 civs left, after two tied votes, I had a vote I thought I won; 3 for my civ, one for rival with two abstentions. Yet it says 'there is no majority!'
Thought that was a majority! I win 3 to 1 ...
Now, does this mean the game programme isnt working, OR does it require an Absolute majority, which here means 4 votes for my civ leader.:king:?
I lost on domination points waiting for the next election.

That's the one!
And to be elegable, if you haven't built the UN, you need 25% of the total population or 25% of the total territory. If no-one answers these criteria, the civ that comes closest still becomes elegable.
I assume that the one vote for a rival, where you were talking about, was your rival voting for himself?
If you know who your rival is, then there's no point in trying to get that civ vote for you, because they will always vote for themselves. Try getting the other votes. Be nice to them, make deals with them, and gang them up against your rival. If they still abstain, you have probably been very bad to them!

I would imagine it is the majority of the voters. It is not 3 to 1, it is 3 out of 6, so no win. Those who abstained are still voting, just not for anyone.
