What tempts AI to build city improvements?

So I got the crazy thought of the mod where no units may be built normally, only autoproduced. Any thoughts on this?

Thanks, Blue Lion - I remember there was a mod from Steph!
I already got an idea - I'm opened for advices and thoughts of any kind, but I don't want others to make my design job (my previous post reminded me today such an "approach" a bit, but it wasn't intentional).
