WHAT the ?? possible bug

Im playing as France on british isles map. I have 1 city with 5 pop. If i work a farm with 3 food my prodution goes up by 1 if i turn that citizen into a unemployed it goes down one. thats completely backwards bc the unemployed citizen adds 1 production (or supposed to.)
 
Are you producing a settler? Cause if so, that food gets converted into hammers, I believe on a 2 to 1 ratio, which should explain why working the 3-food-farm gives you 2 hammers and unemployment only 1.
 
Unemployed citizens add 1 production, but do not qualify as specialists (e.g., for purposes of Secularism, or Freedom's specialist tenets, or Statue of Liberty, or Korea's UA).

That used to happen in bts but Im not sure if it still happens in bnw.
 
When building a settler, some food gets transferred into hammers. Not sure the exact formula for this, but it is diminishing I believe.
 
Effective Ratio depends upon how much your food surplus is. Only the first few units of food surplus are converted to hammers at all.
