And I just discovered another method for getting war going. Plant a nuke and the resulting incident gets everyone at war with you!

Right you are. If you get caught planting the nuke, thats a big two blackmarks against you AND if your in democracy, your goverment falls, immediately!!

The only way to "preserve" some of your rep while planting nukes, is to do it in fundy. Since your a fanatic, the AI expects you to do the nasty and you might only get one black mark, if any.

By the time you have been in Democracy for a "couple of centuries", you should be making so much money from freight that you don't need tribute, and with all that money, you can afford to pay X2 to subvert cities without causing an incident. (MGE)

When in a representative form of Government (Republic or Democaracy), you cannot demand tribute. The only way to get money from people then is to be allied with them and ask for a gift.

If you want them to be at war with you, you have to help them along. Ask them to remove their troops, even if they don't have any near you.
