I think you're gonna need to be a bit more specific

First thing I thought of was the bugle that plays briefly when you train a cavalry unit, but there's probably more than one horn-type sound effect in the game.

There's so many weird sounds in this game, I still don't know what all of them are. I can't stand the sound it makes when you use a great musician. You are trying to enjoy the music of the classical music piece, only to be horribly interrupted by the sound of the great musician.

And I still can't figure out the source of the engine running sound. It only happens when over or near AI cities. It surely has to be a bug, it's very annoying and puts me off playing the game in later eras.

Yep I think that's the original sound discussed in this thread, and you are right, that's what it is. I meant the horn noise.
