Keep seeing it mentioned as a type of torture.. can someone expliain what it is.. and also why it is justifiable doing it specifically

McManus said:True enough. Cold water is nasty. Although only when its a shower. Then its really nasty and constricting, and it lasts. If you just jump into a hole in the ice cut into a lake then it lasts like a split-second and after that ts ok, and then its much nicer to go back to the sauna![]()

Bush isn't changing the definition of torture.
