When do you implement Social Policies?

You have enough points to unlock a new Social Policy. What do you do?

Don't really feel there is an option in the poll for me. If there are policies that are useful when I get to choose one I take it but if I feel that there are no policies that are useful for me at that moment I will save them until something changes and desperately need one of the available policies(doesn't happen very often, almost never) or until I unlock a new tree where there are more useful policies.
 
This poll is missing the option of wanting to use social policies immediately for historcal and logical sense. The way I feel about it is that the culture your civ has is reflected in the social policy. The later policies are sort of evolutions of the previous ones. Also by saving the policies there is no manifestation of culture in your empire. For example as Japan is growing in its culture early on, they are not merely accumulating culture points, they are defining themselves through military honor, serving their lord and conquering their enemies in an honorable manor. Granted this may be a stretch of my imagination, but when the first policy is enabled, its like theyve organized as a people and certain warriors have brought glory to Japan by conquering the barbarians, and honoring the fallen heroes. This is manifested in the increased strength vs. barbarians, and the knowledge of thier camps. Without enacting a policy immediately, there is no evidence of culture within their empire, they are just worshiping at monuments, and praying at temples to horde many paper and pens (don't know how to include that culture icon). THen they boom centuries later after no culture manifestation whatsoever.

I understand of you that feel my above paragraph is irrelevant crap and the game doesnt need to match culture points with a manifestation of culture in your empire, but I just wanted this point of view represented in your poll.
