[GS] when will the government legacy wild card be unlocked?

I remeber in previous game the government legacy card will be unclocked at the turn the ancestral hall is completed. However in the game in attached file. The wild card is not available when the building is completed at turn 77 in Stockholm. Is this an update that the wild card will be available when I get tier 2 government? Or it is a bug caused by community mod?

You can't use a legacy card when in said government. They changed it to prevent bonus stacking (such as doubling the oligarchy combat bonus).

I can see the justification, but personally think it was a fairly unnecessary change (at least compared to other current balance concerns).
 
They changed it in the latest patch. Legacy cards are now unlocked when you choose a different government to prevent double stacking.

It was an exploit (and the original the real bug) so I am glad they fixed it. Not that they are fixing a lot of those anyways, so at least pat them in the back for the few they fix.
 
They changed it in the latest patch. Legacy cards are now unlocked when you get a government from the next tier to prevent double stacking. So, for example, the Republican Legacy card will be available when you choose a T2 Government.

Have we confirmed that a different but same tier government shift won't allow it? They didn't specify in the patch notes (or mention it at all), but I interpreted their comments as simply being intended to prevent stacking, not being based on tier.

I just checked in-game, you're right, same tier government works, it just needs to be a different one.
