Where are the leaders at?

It's strange to put Sully in the Dome of the Rock. Did he ever visited Jerusalem???
 
I think that the Ottomans may have owned that general area, but I'm not too sure.

Suleiman's father may have been to Jerusalem; but to my knowledge he hasn't. The region was under Ottoman control at the time.

The Dome of the Rock doesn't make sense for Suleiman; that's for sure. Here's my conjecture as to why the designers made it so:

They probably Googled for a stock image (yeah, I've read all through that famous thread), using something involving a 'Dome' as their keyword.

That's because the Ottoman 'cabinet', if you like, met at a place in Topkapi Palace called the 'Kubbealti', which literally means 'Under the Dome'.

Ironically, the original 'Kubbealti' isn't even under a dome but a small tower; and the emperor himself wasn't personally present at the meetings.
 
The Ottomans changed the primary praying city from Mecca to Jerusalem, I believe. It was later changed back to Mecca some time after.
Suleiman specifically ordered large restorations and construction of new temples in Jerusalem, including giving the Dome of the Rock the look it's got today. It's a city very affected by his reign.

That was Mohammad himself. It was Jerusalem originally, later converted to Mecca (interestingly, before the muslims had even conquered that city). There's some controversy as to the political motivations behind it.

Many, many, many in-game image assets appear to be vectorized versions of stock images (there's some controversy over this too); usually the first or second hit on google image search.
