We dont balance in the specific. Just because one civ gets a building doesn't mean another should, just because one religion gets 3 special units doesn't mean its unbalanced if another only has 2.
We balance in the aggregate (total). So we will consider if the amurites are balanced compared to the ljosalfar but we dont consider if the elven improvements are equal to the amurite ones.
So in answer to your quesiton I dont know if elf slaying is balanced by something else. I guess you could say thats its balanced by the bonuses the elf promotion provides. But then what fo the orcs, their promotion doesn't provide any benifits. You could say that it is balanced by their lower build costs. But the truth is each faction has a widely varying strengths and weaknesses which aren't easily lined up. We hope in the end it all balances out, and we think the varying system is more interesting (I have a thing against patterns).
