Where does civilization draw the line?

Its occured to me that this is a provincial problem. We have flat out rule of what is acceptable and what is not acceptable and when we do have groundwork laid out it has no consequences.

Assuming all is fair (a likely assumption lol), what would your lines be? How would you enforce it?


Me? The repeated assualt of innocents, cleansings, and economic raping of nations. The consequences? Death, dismantlement, and severe sanctions.

I should specify abd elaborate, but I want to see what others think a little faster than the wait is worth.
