I certainly don't have any complaints about the orange spot.
One thing to keep in mind, if I recall, was that there was worry about the settler inadequately escorted, and wanting to make sure he wasn't caught by a barbarian... a good insurance policy against trouble might be moving the settler to the red spot next turn, then to the orange spot the turn after if no trouble is looming - so that if the settler is going to be in trouble 3 turns from now, he can found on the red square one turn sooner.
