Where to build National Epic?

We have discussed this topic extensively, yet failed to poll it.
I am polling this now. The main options for National Epic has been Berlin, NOTA and Paris, now that Forbidden Palace and Heroic Epic has been built.

I don't want to slow things down, but this poll does not have a don't build NE option.

I keep getting the discussion/polls confused between HE and NE. Didn't we poll it saying we wanted to build this, or was that the other E?
