where to build the Hoover Dam?

It looks like we'll finish ToE in about 8 turns, which will give us Electronics and the ability to build the Hoover Dam. This means a prebuild could be started next TC.

Where shall we build that Wonder? Options mentioned in the discussion thread are: donsignia, Roosting Tree, Black Hole, Halls of Mandos, Husborne Crawley.
