Which AIs chase Liberalism?

I have the strong impression that some AIs pursue Liberalism more aggressively than others. Frederick, Mansa and Roosevelt stand out in particular. On the other hand, most of the Aggressive civs don't seem so interested.

This is

1) A real phenomenon; some AIs are programmed to beeline Liberalism, or nearly so.

2) A real phenomenon, but not because the AIs bee Liberalism. Rather, some AIs tend to prefer certain technologies that are on that path. That tends to push them towards Liberalism.

3) A real phenomenon, but it has little to do with AI tech preferences... it's more about tech trading. That's why Mansa and Roosevelt get it so often.

4) Purely illusory -- all the AIs are about equally likely to get Liberalism.

Since many games see a race to Liberalism, this seems like a useful piece of information. Does anyone know the answer?

There is a bit of 2 and a bit of 3 + a small bit of 4.
- The traders have an overall better science
- the tech preference leads some on the scientific path
- for all AIs a tech giving a bonus is valued higher when randomly choosing the next tech

Do we know for a fact that the AI is programmed to prioritize techs that enable their UU, UB, favourite civic, and so on?
 
Each leader has 1-2 flavours. NOT financial/expansive/aggressive etc that are shown in the game, but things like gold, religion, science, culture (its in civ4.leaderheadinfos.xml)

Each tech/building has a certain value for each flavour. This is from techinfos.xml, regarding liberalism:

Education and liberalism have high science/culture (that was surprsing - culture, didnt expect that) values, therefore any leader with the science/culture flavour will pursue this route.

This is also why leaders like Izzy always go for so many religions.

I dont know anything about the tech trading aspect of it. Cant find it in XML files so would guess its AIs dont think about it.

Education and Liberalism make sense from a cultural perspective. Education allows you to build Universities, which contribute culture, and Liberalism enables the Free Speech civic, which doubles every city's cultural output.
