How to find which known civ.s is strong, basically comparing our army. Like in civ. 3, advisor or miliatry advisor screens says "my lord they are stronger than us build more knights etc etc."

Is there any option in IV for that. Thanks in advance.
 
Exactly. But keep in mind that the power graph does not consider promotions. It's based mostly on "number of soldiers" (the more modern the unit, the more soldiers it contains) as well as techs and military buildings like barracks and drydocks.

Power Graph, as others have mentioned.

There's also a Demographics screen (same Chart icon in the top right, IIRC), then click the Demographics word at the bottom. It has a line for "Soldiers" which will help also. That one takes into account the type of unit (i.e. one Macemen is more "soldiers" than one Axemen). But I don't think it takes into account promotions. It does take into account some other things, though.
