Considering Richelieu was far more powerful than the king, I think choosing Louis XIII over the cardinal would be strange.
Yep you're right, I found just strange the fact of choosing the cardinal instead of his king, but apparently you think the opposite ^^
After thinking a little, having Richelieu as a leader is not a bad idea in fact, it's sad that they choosed CdM instead, she was not even French but Italian (as a Frenchy I'm a little offensed ^^)

For me personally, I don't think the leader has to be the person who sat on the throne; I'd rather it be the person who had the real power or influence. In that sense, I think Victoria was a worse choice than CdM (who still wouldn't be my first choice for France--her abilities and persona could easily have been given to someone like Cardinal Richelieu or Wu Zetian).

Catherine de Medici was a very competent French leader and beat Elizabeth I when she invaded at Le Havre. Catherine did this by uniting Catholics and Protestants, and made numerous efforts to bring the two to peace (her frequent hosting of balls and other social events were in part intended to allow the two sides to coexist more peaceably). Though those efforts ultimately failed, let’s not forget how difficult it was to unite Catholics and Protestants in that time, and let’s also not ignore that both factions targeted Catherine in various ways, including not-very-subtle attempts to kidnap her children. Thankfully she was a smart woman and adept at the political game overall. Heck, even Henri IV, who ended the Wars of Religion by converting to Catholicism, was ultimately assassinated as a byproduct of those Wars of Religion he ended.

Carherine’s Italian origins don’t matter and I think it’s misleading to characterize her as “Italian” only. Queen Victoria, Catherine the Great, and scores of other rulers do not “come” from the countries they ruled, but should be considered citizens of those countries. Catherine was in fact arguably more French than Italian given that she spent the vast majority of her life in France and ruled France (de facto). Also Catherine was a huge patron of the arts, and that is something commonly associated with France (Richelieu also).
