Given that V38_1 is broken, and the latest SVN is also broken, which SVN version should a new player download if he just wants to play right now?

A good question.... Try SVN rev. 9874
There has been one big issue after the other since at least that revision.
Might even need to go even further back to find a truly playable revision now.

Edit: Latest SVN revision seems to have resolved the major brain damage the AI had.
Still a couple of minor brain damages left, but the AI is at least a bit responsive to the world it inhabits now.

SVN 9731 worked fairly well.

But.... IF you can even export or revert back to it. And that is a Big if with SourceForge atm. I tried to export 9768 but it stopped before all the .FPK files were done. I got Assets Minus all FPF but Thunderbrd.FPK and I got the Sources folder, 1.08GB. Missing about 6 .FPK files.

Where can a new player find this?

You need to set up a folder on your computer that is linked to the SVN repository for C2C using the software called "Tortoise SVN".
There is instructions on how to do this in the first post of the "C2C SVN Changelog" thread.

When the folder is set up properly you can right click it and move your pointer to the "Tortoise SVN" entry in the context menu.
A side panel in the context menu will expand, and in it there's a lot of SVN related actions that can be chosen.
One of those actions is called Update to revision... The rest should be obvious.

P.S. If the Tortoise SVN line is missing from your context menu then you probably have to hold down shift, or ctrl, when right clicking your SVN folder.

Kind-of hijacking the thread: I've been playing sparingly on a 4 months old SVN. I thought about updating today but I'm reading above that the current SVN just ain't right.
How exactly "unplayable" is it? Do you reckon you'll be able to get a stable version soon?
Otherwise, I'll just stick to my old SVN, or update to the stable, yet fairly recent versions that were mentioned above.

Cheers for all your hard work!

AI got fixed in last SVN (10040), you can get it now.
On my Normal/Noble/Standard test 6 civs have around 10 cities at 500th turn (out of 2000), and they are getting near renaissance.
One civ was placed badly and its stuck at 3 cities.
So my autoplay results indicate AI is alive.

Good to hear! In any case, I don't have much to lose by trying out the last version if the worst that can happen is a misguided AI, and I can still revert to a previous version anyway.
I've been flipping through a few pages of the changelog and I'm glad to see updates to the World mapscript, my favourite!
