Asoka looks too westernized in the Civ4 pic. Doesn't appear Indian at all to me.
 
Caesar looks pretty good, albeit a bit skinny for an action star general such as himself.

The funkiest looking is Napoleon, simply because he doesn't LOOK like Napoleon. I don't know WHO he looks like. I'm thinking there's an animation where he tucks his hand into his jacket, though. But no hat? NO HAT?
 
I voted for Catherine only because of her outfit. She's dressed up like a minor officer, a male?

While I usually don't have any strong opinions about the leaderheads, Asoka actually looks like he is some type of figurine painted with glossy enamel.

well, wasn't catherine in her youth an avid horse rider and countryside visitor? and the catherine in civIV is definitely catherine in her youth!
 
Why are we being so negative by the way?

I think the leaders in general look very good, and I especially like Temujin, Caesar, Bismarck and Elisabeth.
I dislike Alexander's chin, but maybe he's just ugly.
 
Asoka looks rather odd. The first time I saw him, I thought he was a she.

I thought the Napoleon leaderhead bore a striking resemblance to Robert DeNiro.
 
I don't understand how anyone could think of Asoka as a "she"...? But, then again, the latest version is the only one I've seen.

But to the strangest leaderheads:

1. Hatshepsut - looks like an insect of some sort
2. Gandhi - a bit of the same look
