Why aren't there more cultural civs released?

Hmmm... There will probably be another cultural civ soon.

Cultural victories have changed a lot since the release now haven't they. I managed to get one with an Empire of more than 20 unpuppetted cities. That caught me slightly off guard.
 
I think Polynesia counts as a cultural civ among the new civs. The last cultural victory I got was with them. It was before the most recent change, but after the removal of policy saving. I found it surprisingly easy. I could see another one soon, but I have to think about if it's the next priority. The Inca are a builder civ, so you could arguably push that into a cultural victory. Here's what we have so far:

Babylon - science
Mongolia - war
Spain - I have no clue. Gold maybe?
Inca - builder
Polynesia - archipelago/culture
Danes - war
Korea - science

I think an all purpose civ (Spain) or a builder civ would be logical for next.

I have seen alot of posts similar to yours of late, it does seem that culture victories post patch are much easier with a wide empire than they were pre patch. The puppeted Cities on the other hand don't seem to build cultural buildings very often!

I'd count Spain as a great jac-of-all-trades civ.
