Why can't I establish trade routes ?

Hello everyone,

I notice something strange : i cannot establish trade routes between my cities and other major civilizations... Does trade in vox Populi depends on other factors than distance ? Or is there an other reason ? I play with vox populi and several other mods, all listed as compatible.
 
The usual suspect is that you received a sanction through the World Congress. If its not that it may be a bug.
 
Yeah I know but I didn't... It seems that the IA cannot establish routes neither, they just trade with their own cities or with city states. I only saw one international trade route in the entire game
 
There are several factors:
Travel steps (not really distance), that can be increased by removing forests, building roads and building trading buildings such as the caravansery, determine how far your trader can go by land. It's a similar thing by sea, although that's increased by buildings like harbors.
Then, you can only send one trader to the same city, unless you are Venice. So you can't send one trader from Madrid to Rome, and another from Toledo to Rome.
Finally, if you become sanctioned in the WC, you can only trade with city states and vassals.
