Why can't I settle here?

I was wondering why I can't settle this spot?

it is 4 tiles from all the cities?

Reason for settling would be an airbase. I have the free airport tenet and on top of that Lebensraum. So you can see why this would be a great spot to annoy Denmark and Spain.

You are not allowed to settle directly next to an enemy border you need atleast one tile gap.

Thats been a rule atleast in VP for a long time, dont remember if that mattered in vanilla.

OK. that is what I assumed. I proceeded to settle a bit farther north and use "Lebensraum" to make my way south. it's glorious as you can steal the AIs citadels with it.

You need at least a one tile gap.
