Why cant I start a war???

Ok, I just bought the game yesterday and I am still trying to figure it out. What is driving me crazy is I bought 2 verteran soldiers in Europe and I have this nice little French city right here and I can't enter the land to declare a war. No "lets go to war" option in diplomacy, why can't I fight them?? BTW, playing on pioneer (first try, im learning) and its still the first few turns of the game.
 
Dang, there goes that plan of getting them while they are young. Were those soldiers a wasted purchase then?
 
Not really wasted, but perhaps slightly premature. You can attack that enemy city starting on turn 21.
While you're waiting for turn 21, send those soldiers to a native village. Don't attack it, instead enter and talk to the chief, you just might get some free experience out of it.

My favorite scout is a dragoon: they get some free combat experience, and when you run into some rival cities, you have a good chance of overwhelming the defenders.

I've wondered about doing this myself. Is your scout a seasoned scout turned into a dragoon or just an ordinary colonist? And does he get full benefit from visiting indian villages? The best way to check this is when the reward is experience. Seasoned scouts usually get +7 xp while other units only get +5.
