Why can't I upgrade units?

I have the tech and the resources for knights and pikemen - but I can't upgrade my spearmen and horsemen in cities where I can now build the new units. What's up? I built a lot of horsemen just so I could upgrade them

Well, you need to have a barracks in the city where you plan to upgrade the units. Check that you have that as well.

They need to be in a city with a barracks, and you have to have enough money.
