Why can't 'ImprovementFreeSpecialists' be driven off the 'land worked' improvement?

Does anyone know why you can't drive 'ImprovementFreeSpecialists' (the building tag that gives free specialists based on particular improvements) off the cosmetic 'land worked' improvement (IMPROVEMENT_LAND_WORKED)?

I've been trying to modify the Ljosalfar so that they have smaller populations of 'better' citizens. I figured free specialists per population using the land worked improvement as a proxy via the Ljosalfar palace would work as an initial attempt at making each elven citizen count 'twice'.

However, it just doesn't work. The game recognizes that the changes had taken places, the palace displays, '+1 Free Specialist per Land Worked', but the specialists don't actually show, as they would for a farm or other 'normal' improvement. Is there something I'm missing, or is this just not possible for some reason? Thanks in advance!
 
Maybe cause it's not a game affecting element.

Maybe a better idea is to give a free merchant, sage or bard per cottage (or maybe one of the updates), free engineer per mine. And don't give free priests to minimize on the symmetry with the Altar.

Perhaps this has to do with the "National Park" thing - perhaps the land worked requires a specific improvement?
 
I don't think plots actually has the land worked improvement, it's only the graphic engine displaying it as if they do.
