Why does other Civs have unique units of other Civs in my game?

I am playing a game and my only mod is "Faster Aircraft Animations." I downloaded the mod from Steam Workshop and did nothing to it. I heard something about you need to enable it or alter it to make it work, but I don't know. (It could be out of date due to a later patch??)

For example Persia has a Janissary, which is supposed to be unique to the Ottomans. In a previous game England had Chu-ko-nu's insteead of the Longbowman. I am confused.

I definitely do want Faster Aircraft Animations since it is just a pain watching aeroplanes attack because they are so slow. Bismarck was fighting an enemy city state that I was allied with, and he had 6 aeroplanes attacking the city state. It took forever each turn.

They got those units from militaristic city-states. They gift unique units from civs that arent on map. You can see what units certain city state gifts by going to citystate screen and hover you mouse over description militaristic. You can also get those units if you friend/ally those city-states.
 
When a militaristic CS gives you a unique unit you aren't given a choice of what to choose. It's whatever the militaristic CS has.

Or was this a case where England only had Cho-ku-nus and no longbowmen at all?

You go to mods and click on the little green check next to the mod name.

Militaristic city-states grant different units. So that means for example, you could have Zulu Hussars or English Minutemen.

Well for some reason they only had 1 archer unit during the way. On King difficulty. (the Chu-ko-nu)
