This is somewhat true of all game companies (who would try to be as efficient as possible when creating a game). On the other hand there's no way you could possibly know that and you're just being pretentious. However I wouldn't be surprised if some civs were not quite ready when the game was released and so they decided to release them as DLC instead.
Yeah, then why so expensive? If you do the math it clearly shows that each civ should cost at most $2.77 and that doesn't include everything else the game came with.

But back on topic. I would really love a Mediterranean scenario taking place around 500 BC. You could be Carthage, Phonecia, or Greece. You would have to crush the other civs by 300 BC, but there are less (1-2) years per turn.
Don't question Cman. He'll respond to any question with an answer and a jab at Civilization 5, even if the question has nothing to do with it.
On another note, the reason CivV didn't come with many scenario is because A.) Players can make their own, B.) Random map generation and C.) DLC. The DLC scenarios are actually pretty good.
as many others have stated I have as much right to be here as anyone else, I have been a civ fan since civ 3. Just because I have a different opinion that yours does not mean I dont have a right to be on this board.
