Why is Ghandi a leader

I like Ghandhi very much and admire what he did in real life, but I think that he should not be put in the ranks of world leaders. He would fit better as a great person. He never really did any governmenta;, he really just pushed freedom and independence. Someone please correct my inaccurate logic, and spelling, I feel really stupid today.

George Washington did very little as president, but he's still the symbol of American leadership, because he created American democracy by winning the Revolutionary War and throwing his incredible popularity behind the new Constitution, and he preserved democracy by restraining himself in office (he cast 2 vetoes and put down a small rebellion) and retiring after 8 years when he could have made himself king or been reelected every 4 years for the rest of his life. Name some Indian leaders besides Gandhi? I can only name Indira Gandhi off the top of my head. Gandhi didn't live long enough to participate in the Indian government, but it exists thanks to him.
 
I allways play Gandhi, and it doesn't bother me at all that he was neither a war- or state leader. And he didn't just do nothing, he led marches, he expressed his opinions and I guess he did a bit of thinking too. On top of it all he made his own clothes. It isn't quite true that he was not a warrior either;
he was in fact a peace-warrior. Also, I am surprised to see that of all the other leaders in this thread mentioned, Hannibal and Saladin is none of them.
They were just generals.
