She didn't show up in the scenarioes. And when I read the civilopedia, I just found that she was betrayed by a confessor and she has more wisdom than other orcs. Then, why is she evil?

Alignment in FFH doen't have much to do with personal morality, but is determined by the side you take in the Godswar. Sheelba worships Bhall, who is a fallen goddess aligned with Agares: hence she has chosen the "evil" gods side.

A lot of the evil leaders have quite sympathetic aspects of their backgrounds, Sheelba especially. Doesn't change the fact that she'll get along well with those others that want to raze cities and enslave nations now.
A redemption for her would imo be more likely than many other evil leaders, though.

I don't think that a leader is evil because of getting along with those who raze city. All of the leaders of Bannor are good. But the Bannor often raze the cities of thier enemy.

In the world of Erebus, the words "good", "neutral", and "evil" have very specific meanings. Those gods (Agares, Mulcarn, etc.) who rebelled against the One are considered evil. Those gods who actively fought against those who rebelled are considered good. Finally, those gods who did not rebel but also did not take an active role in fighting those who did are considered neutral. These alignments are in turn passed on to each god's followers/worshipers. The words have no other meaning and hence bear little resemblance to their more typical definitions in our world.

You can easily redeem yourself when playing as Sheelba, though.

One of my favourite "lore actions" is to convert to Runes as Sheelba. Somehow, the image of the Clan working hard and devotedly to flourish as a non-barbaric nation fits right in there. And you become Neutral, which also seems right when taking that approach.

Order Clan makes a lot of sense too. By choosing to fight back against Agares, they may hope to free Bhall from his grasp and redeem her (even if there is no record of a god recovering from the fall, it doesn't mean it can't be done, isn't that what hope is for?). The fact that they were once Bannor and that they can get Brigit's approval in their task also fits in lorewise.

Anyway, what are the religious weights for Sheelba and Jonas?
