Why is this game losing money every turn please?

If anyone can take a look at the attached game & explain to me why I am losing 50-60 Gold per turn, despite all reports showing that I am making a profit each turn, I would be most grateful.
This seems to have started after activating the engineer Joseph Paxton, who extends amenities (apparently) so not sure if this is a coincidence or not (probably)
But I should not be losing money and really would like a reason please

Very likely a foreign spy siphoning funds from one of your commercial districts.

Nope.
That was my first thought, but no notifications this is happening.

Not true though.
When an undetected spy steals i still get a notification that i have been robbed. It just does not say by whom.
Still baffled.
