why is tundra so useless?

When I play immortal / deity its like a sweaty challenge where tundra = restart. You need to be near perfect and really get everything right to a similar format. If you are not violent at the beginning you loose out.

I am the type that plays on lower levels where I love to explore and imagine and the game works well for me. I mean it is a pleasure to play apart from the tiring jokey civ leaders. Yes the AI is stupid but I tend not to take advantage, it allows me to play and win with pleasure not concentration and restore.

Spawning with too much tundra is obviously bad, even for Russia. I hardly ever get a spawn like that unless I'm Russia, though. And Russia's territory bonus usually grabs enough good tiles to get off the ground with. some combination of Tundra/Hill/Forest/Deer are really good tiles in that case, and not uncommon either.
